이필제와 동학에 대한 영해 지역의 기록, 기억, 상상

이 논문은 <영해 지역의 ‘기록, 기억 상상’>을 ‘이필제와 동학’을 중심으로 재검토하는 데 그 목적을 둔다. 특히 영덕군이 만든 『영덕군지』(2002)・『영덕읍지』(2018)·『영덕면지』(2014)·『영덕군향토사』(1992) 같은 지역의 사료, 영덕의 「군청・교육지원청·영덕교육발전위원회」를 비롯하여 「영덕문화재단·영덕관광포털」 의 홈페이지, 향토의 ‘학교와 신문과 사학자’ 등 지역공동체가 기술(記述)·공유한 자료·정보를 중심으로 ‘이필제와 동학’에 대한 지역적 ‘기록, 기억, 상상’을 살펴보았다. 가능한 한 해당 지역의 ‘기록과 기억’ 그리고 ‘상상’에 주목하고자 하는 것은 외부에서 주입된 역사가 아니라 ‘지역(향토) 내부에 자생하는 목소리와 생각’을 살리려는 의도에서이다. 영해에서의 ‘기록과 기억’은 그 ‘과거 성찰’에, ‘상상’은 그 ‘미래 기획’에 관련된 것으로, 말하자면 영해-영덕(아래 지도 참조)의 ‘현재’에서 과거를 기억하고 미래를 상상하는 지역민들의 에토스와 마인드를 잘 짚어준다. 이 논문에서 파악한 내용은 다음과 같다. 첫째, 영해-영덕의 기록 속에서 이필제는 신미아변(辛未衙變) 즉 ‘민란’의 주동자라는 정도로 낮게 평가되고 있고, 중심인물로는 부각되어 있지 않다. 아울러 ‘이필제의 난’은 ‘민란’ 정도로 저평가되고 있음을 알 수 있다. 둘째, 영해-영덕의 기억-상상 속에서 ‘이필제와 동학’은 밀려나 있다. 현재의 관광문화적 지역 자원의 주요 행적으로서도, 지역적 주요 역사 인물로서도 부각되거나 주목받지 못하고 있다. 셋째, 이렇게 영해-영덕의 기록-기억-상상 속에서 삭제되어 버린 점에서, 지자체의 정책적 인식과 연구자들의 순수한 연구 사이의 괴리가 느껴진다. 이것은 ‘민란’이라는 차원에서 ‘이필제의 난’ 그리고 ‘동학’을 이해하고 그것을 ‘폭력을 동반한 반란’으로서 불온시해온 탓일지도 모른다. 이 점은 영덕군이 지역문화 홍보의 방향을 ‘전통문화와 충절’에 방점을 찍고 있다는 데서 추론할 수 있다. 넷째, 영해의 ‘이필제의 난’에 대해, ‘제3의 메타적 시선’에서 과연 ‘폭력, 살인’을 정당화해낼 어떤 객관적 논의가 있을까의 문제이다. 영덕군 지자체가 나아갈 방향에서 이필제와 동학은 과연 어떤 의미일까? 적대시한 공권력과 공무원에 대한 ‘폭력, 살인’을 어떻게 정당화할 것인가? 바로 이 점이 아마도 영덕군 지지체의 ‘이필제와 동학’ 교육과 홍보의 난제가 아닐까. 영덕군 지자체나 지역사회가 보수화 될 경우, 과거 이필제의 기억이 민란의 ‘트라우마’로서 혹은 혁명의 ‘불온성’으로서으로서 인식되어 계륵이 될 가능성도 배제하기 어렵다고 본다. 따라서 영해의 ‘이필제와 동학’ 연구는 이 시점에서 학계는 물론 지자체에서 새로운 방향 제시를 위해 제3의 메타적 시선 확보에 숙고해보아야 마땅하다고 본다.

Records, memories, and imaginations in the Yeonghae area about Lee Pil-je and Donghak

The purpose of this study is to reexamine ‘Record, Memory, Imagination in the Yeonghae Region’ with a focus on Lee Pil-je and Donghak. In particular, the data used in this study are historical records of regions such as Yeongdeok-gunji(2002), Yeongdeokeupji( 2018), Yeongdeok-myeonji(2014), and Yeongdeok-gun Hyangtosa(1992). In addition, the Yeongdeok County Office, Yeongdeok Office of Education, Yeongdeok Education Development Committee, Yeongdeok Cultural Foundation, the Yeongdeok Tourism Portal website, and articles from local newspapers, festivals, etc. will be utilized. As much as possible, the focus on the records, memories and imagination of the region is not the history injected from the outside, but the intention to revive the voices and thoughts that are native to the region(locality). Record and memory in Yeonghae is related to the reflection of the past, and imagination is related to the planning for the future. It points out the ethos and mind of the locals. The findings in this paper are as follows. First, in the records of Yeonghae-Yeongdeok, Lee Pil-je is evaluated low enough to be the instigator of Shinmiabyeon, that is, a rebellion of the people(Minran), and he is not highlighted as a central figure. In addition, it can be seen that ‘Lee Pil-je’s rebellion’ is underestimated to the level of a ‘military rebellion’. Second, in Yeonghae-Yeongdeok’s memory and imagination, Lee Pil-je and Donghak are pushed aside. It is not highlighted or noticed as a major act of current tourism and cultural regional resources, or as a major regional historical figure. Third, in that Yeonghae-Yeongdeok have been deleted from the record, memory and imagination, there is a gap between the local government’s policy awareness and the researchers pure research. This may be due to the understanding of Lee Pil-je’s rebellion and Donghak at the level of ‘military rebellion’ and disregarding them as a rebellion accompanied by violence. This point can be inferred from the fact that Yeongdeok-gun is focusing on traditional culture and loyalty as the direction of promoting local culture. Fourth, regarding Yeonghae’s Lee Pil-je’s Rebellion, it is a question of whether there is any objective discussion to justify violence and murder in the ‘third meta perspective’. What do Lee Pil-je and Donghak mean in the direction of Yeongdeok-gun local government? How can we justify violence and murder against hostile public authorities and public officials? Perhaps this is the challenge of Yeongdeok-gun supporters education and promotion of Lee Pil-je and Donghak. If the Yeongdeok-gun local government or local community becomes conservative, it is difficult to rule out the possibility that the memory of Lee Pil-je in the past will be recognized as the trauma of the civil war or the disquieting of the revolution and become a crime. Therefore, Yeonghae’s study of Lee Pil-je and Donghak seems to be worthy of contemplation at this point in securing a third meta point of view to present a new direction not only in academia but also in local governments.
